In the 1980s and 90s, liberal economic reforms in Africa and Latin America were supposed to help decrease poverty and increase growth. However, up to 1998, research showed the impact of these reforms was not promising. But patience is a virtue for a reason. Now we can all see what these reforms can do for developing countries.
