James Buchanan, Professor of Economics at George Mason University, and 1986 Nobel laureate, discusses political and constitutional rules within which politicians operate. He analyzes incentives faced by politicians and bureaucrats and would like to see an emphasis on long-term consequences of actions. Buchanan would also like to see the Constitution amended to balance the budget.
